The Scrub League was a rival circuit to The League which consisted of five teams: the Seattle Reign, the Carolina Copperheads, the New England Regulars, the Orlando Hammerheads and the Denver Grizzlies. It was created by Clive Hanson in 1992 to fill the void left by a four-year strike brought on by The League's strict drug policy. Upon the strike's conclusion, the five teams that made up the Scrub League were admitted into the League as expansion teams for the 1994 season after Hanson sold his controlling stake in the Scrub League to the League, effectively merging the two leagues together and resulting in the creation of the League's Division III.
